Power

Nothing is safe from prying eyes (and ears) in this world. Everyone is being watched, their moves monitored, why? They fear us? They think we are not matured enough? Or are they hiding something? I fear I don't know who this 'they' are, and their purpose. Anyway I spent a long time wondering about this, who is more powerful? He who possesse the power or he who wields it? Its like the police have the power to arrest people but it is the government who wields it, who controls the power. So who is more powerful? If there was a riot, and the government ask for help, the police will arrest these rioters but if the police refuse, the government will not be able to fend for themselves (Orange Revolution). However, the police are still able to fight the rioters if they wish with or without the government consent as the have the power like guns and men. Hence the police is more powerful. So does this mean that the one who have the power is indeed powerful but why then in today's society, the reverse is true? Give me your views.
